Great Keppel Island (Woppa) Concept Master Plan Project

The Great Keppel Island (Woppa) Concept Master Plan ( 20.9 MB) was finalised in April 2024. It maps out key infrastructure projects to revitalise tourism on Great Keppel Island (GKI). This includes the $30 million commitment towards common-user infrastructure.

The Queensland Government is committed to working closely with island stakeholders to attract private investment, facilitate tourism development and deliver the supporting infrastructure to attract tourists  and generate jobs.

The Concept Master Plan presents a vision for the future with long-term goals and objectives. It forms a key part of the commitment to revitalise tourism on and aims to:

  • enhance GKI (Woppa) as a premier tourism destination in Queensland
  • facilitate development and investment aspirations
  • identify priority common-user infrastructure for improving island accessibility, amenity, appearance, sustainability, operability and supporting tourism opportunities
  • consider planning constraints and opportunities
  • protect the core characteristics that make GKI the special place that it is
  • facilitate the revitalisation of GKI for the benefit of the visitors, businesses and the community
  • acknowledge the Woppaburra People as the traditional owners of the island and surrounding Sea Country and ensure cultural values are considered.

Consultation

The department facilitated a project reference group to lead the development of the Concept Master Plan. This included internal and external stakeholders to:

  • represent the interests of stakeholders
  • ensure the project scope aligns with the aspirations of the stakeholder groups
  • provide the Project Coordinator with Queensland Government guidance and feedback
  • help drive the delivery of a Concept Master Plan with a shared vision.

Broader local community input was sought through scheduled community consultation sessions. This was supported by the Livingstone Shire Council, Capricorn Enterprise.

Project status

The department completed the Great Keppel Island (Woppa) concept Master Plan in April 2024.

The Department of Environment, Tourism, Science and Innovation continues to manage the GKI Rejuvenation Project to deliver the Queensland Government’s $30 million commitment for common-user infrastructure for GKI. Work is underway to construct a wastewater treatment plant and develop detailed designs for an Arrivals Plaza, boardwalks and Wayfinding signage.

These projects are funded through the Building our Regions program and the GKI Rejuvenation Fund. They are being delivered on behalf of the State Government by the Livingstone Shire Council.
